Egypt's medical commissions (qomsion) for sick leave and disability: what to bring

A qomsion is a medical commission whose decision another authority relies on, and Egypt has several. Sick leave, the disability card and social-insurance disability: what each is for, what to bring, and how to find the official address.

A medical commission (qomsion, «قومسيون») is a body whose medical decision another authority relies on. Egypt has several, each for one purpose: the Civil Service Law says a civil servant’s sick leave is granted by decision of the competent medical council, and a Ministry of Health committee examines applicants for a disability card (read 31 October 2026).

This guide covers sick-leave and disability commissions only; examinations for a job, a driving licence or university are separate and not covered. It names no centre or branch and cannot tell you whether you qualify. It shows where the official pages say to look.

In short:

  • Sick leave: Article 51 lists no papers and leaves the procedure to the competent authority, so ask your HR department.
  • Disability card: you book on the Ministry of Health’s site, and the Ministry texts you the appointment and the committee.
  • Disability under social insurance: you start at the insurance area office your file belongs to.

What is a medical commission (qomsion) in Egypt, and which one do I need?

Official pages use several words: “competent medical council” in the law, “medical committee” on the insurance and social-solidarity pages, and “computerised medical commission” (القومسيون الطبي المميكن) in the Ministry of Social Solidarity’s FAQ (read 31 October 2026). People often say qomsion for all of them, so the table separates them by purpose.

PurposeWhat the official source saysWhat it asks you to bring or do
Sick leave (civil servant)Article 51 of the Civil Service Law, No. 81 of 2016: sick leave is granted by decision of the competent medical council. The employee tells the employer within 24 hours of stopping work because of the illness, unless compelling reasons prevent it.Article 51 lists no papers: “the competent authority” sets the procedures. Ask your HR department what the procedure is.
Disability card (Integrated Services Card)A medical committee examines you, and a computerised report states the diagnosis and the type and degree of disability. The Ministry of Social Solidarity issues the card (Ministry FAQ).Book on the Ministry of Health’s site with an available mobile number; the appointment and the committee come by text message. Keep the appointment and bring all the required investigations. After the examination, if you are found medically eligible, go to the rehabilitation office for your place of residence with four recent photos and your original ID, or a birth certificate for a child.
Disability under social insuranceWhere a medical committee has established a partial permanent disability that keeps the insured person from the original job, and the employer has no other suitable job, the employer must ask for the insured person to be referred to the five-member committee within one month of being notified. The insured person may ask for the same referral within two months of learning of the decision. At the insurance area office your file belongs to, with the papers the page lists. Among them: the request, the certificate establishing the disability, a statement of sick leave in the previous three years, a copy of the national ID certified by the employer, and the employer’s letter that it has no suitable job. The page lists more papers.
Equipped car for a person with a disabilityThe Ministry of Health’s councils site says its equipped-cars committee receives applications for customs-exempt equipped cars, sets examination sessions, and decides the type of disability and the need for an equipped car.The Administration’s FAQ answer, dated 7 April 2021, says you need the disability card first.

Article 1 of the law that issued the Civil Service Law applies it to posts in ministries and their departments, government agencies, local administration units and public authorities, unless their founding laws or decisions say otherwise (read 31 October 2026). If your employer is not one of these, ask which rule applies to your sick leave.

How do I find the official address of my medical commission?

The address depends on the route. Start from the official source for your purpose.

  • Sick leave. Article 51 gives no address. Ask your HR department which medical council is competent for you and where it sits, and ask for the answer in writing. This is our suggestion, not a legal requirement.
  • Disability card. After you book on the Ministry of Health’s booking site, the Ministry sends the appointment and the competent committee by text message, so enter an available mobile number (Ministry of Social Solidarity FAQ, read 31 October 2026). The Specialised Medical Councils page says the site lets you register for an appointment, change it if you do not attend, book appointments to complete investigations and look up appointments.
  • Disability under social insurance. Go to the insurance area office your file belongs to. The Organization’s offices page lets you enter your governorate.
  • Any route: if you found an address in a post or on a map, check it against the official source for your route (your HR department, the Ministry’s text message or the insurance office) before you travel.

What is the “cars” medical commission (قومسيون طبي سيارات)?

On the Ministry of Health’s councils site, the car-related examination is the medical exam for a specially equipped, customs-exempt car for a person with a disability (read 31 October 2026). The table above summarises it. This guide does not cover the medical examination for a driving licence.

What should I bring to a medical commission?

  • What your route asks for, as in the table. The Ministry of Social Solidarity FAQ also says to keep the appointment and bring all the investigations required (read 31 October 2026).
  • Earlier reports, tests and prescriptions. Our suggestion, not an official requirement: see how to get a copy of your medical records, and, if you also need papers for care outside Egypt, medical documents for treatment abroad.

In Egypt: what if I disagree with the commission’s decision?

The official pages we read mention an appeal for two of the routes. Article 51 describes none for sick leave. The equipped-car pages describe none, but the councils site has an undated appeals-review page that lists grievances about licences for specially equipped cars among those it handles; we found no steps for an applicant on it.

  • Disability card. The Ministry of Social Solidarity’s card portal lists «التظلم من التقييم الطبي» (appeal against the medical evaluation) among its services (read 31 October 2026). We did not open the service, so we cannot describe the steps.
  • Social insurance. The Organization’s medical arbitration page says an insured person may ask for the treatment authority’s decision to be reconsidered within one week of being notified that treatment ended, of the return to work, or of a finding of no occupational disease, and within one month of being notified that no disability was established or of its assessed percentage. The request goes to the insurance area office on the Organization’s form (read 31 October 2026).

The map of healthcare in Egypt shows where insurance, public care and private care sit among the routes to care.
